Cyprus Citizenship by Naturalisation for Highly Skilled Employees

Cyprus has created a more attractive citizenship pathway for certain highly skilled foreign professionals who live and work in the Republic. For international executives, specialists, directors and senior employees, this route can be one of the most important long-term benefits of relocating to Cyprus. The Ministry of Interior states that, under article 111B(2) of the Civil Registry Law, differentiated naturalisation conditions apply to persons residing in Cyprus for the purpose of highly qualified employment in companies covered by the relevant Council of Ministers strategy, as well as to their family members. 

This matters because the general naturalisation route remains more demanding. The Ministry of Interior states that, for the standard route, an adult applicant must have 12 months of legal and continuous residence immediately before the application, with absences of up to 90 days, and during the preceding 10 years must have at least 7 years of legal residence, together with good character, Greek language knowledge at B1 level, knowledge of the contemporary political and social reality of Cyprus, suitable accommodation, stable financial resources, and an intention to reside in the Republic. 

By contrast, the Ministry states that for the highly skilled route under article 111B(2), the applicant must still have 12 months of legal and continuous residence immediately before submission, with absences not exceeding 90 days, but during the preceding 10 years needs legal residence for cumulative periods of not less than 4 years or 3 years, depending on Greek language proficiency at A2 or B1 respectively. 

In other words, the highly skilled route can substantially reduce the residence threshold for eligible professionals. The same Ministry guidance also confirms that applicants under this route must still meet the other substantive conditions, including good characterknowledge of the Greek language at A2 or B1 as applicableknowledge of the basic elements of the contemporary political and social reality of Cyprussuitable accommodationstable and regular financial resources, and intention to reside in the Republic

Who is considered a highly skilled employee?

The Ministry of Interior identifies two key categories. First, it includes individuals holding temporary residence permits for employment in companies of foreign interests, provided they fall within the categories of Director, Specialist, or Key Personnel

Second, it includes individuals, regardless of residence status, who receive a minimum gross monthly salary of €2,500 and hold a university diploma or degree or an equivalent qualification, or certificates showing two years of experience in a corresponding position. The Ministry also states that applicants in this second category must provide a certificate from either the Business Facilitation Unit or the Migration Department confirming that the employer meets the criteria of the relevant Council of Ministers Decision. 

The Ministry further states that applicants under this category should have been employed in a qualifying company for at least two years prior to submission of the naturalisation application.

Family members

The Ministry states that family members of the highly skilled employee may submit an application together with or after the main applicant, provided they meet the residency and language requirements

For this citizenship route, the Ministry defines family members as the spouse or partner of the eligible person at the time that person submitted the application for naturalisation, and a dependent adult child with a disability

Accelerated examination

The Ministry states that highly skilled employees and their family members may apply for an accelerated examination, not exceeding 8 months, by paying €5,000

For serious applicants, this is one of the most commercially important features of the route.

Application process

The Ministry states that applications are submitted using form M127 at the local District Administration Offices, and that the application must be accompanied by the required supporting documents, which must be duly certified and translated. The same page states that the application must be signed in the presence of a Registrar

The citizenship route for highly skilled employees is attractive, but it is not automatic. Much depends on how the employee’s immigration history, employment category, salary, qualifications, Greek language record, employer status and documentary evidence are presented.
